Ministry for Natural Resources and Environment (MONRE).
MONRE is now responsible for developing and implementing programs of education on legislations on land, to raise awareness of policies and legislations on land among agencies, organizations, households, individuals and communities, with special attention paid to ethnic minorities.
The Prime Minister assigned the MONRE to implement the planning of land use on the national level as endorsed by the National Assembly; to review and and make adjustments to the planning of national-level land use in accordance with the provisions of the Land Code in devising the 5-year plan of land use (2016-2020); monitoring the implementation of the approved planning by provinces and cities, as well as assisting them in examining the establishment, approval and implementation of planning of land use at district level; to review and and make adjustments to the planning of provincial-level land use in accordance with the provisions of the Land Code in devising the 5-year plan of land use (2016-2020).

Minstry of Agriculture and Rural Development (MARD).
The Ministry of Agriculture and Rural Development is a government ministry responsible for rural development and the governance, promotion and nurturing of agriculture and the agriculture industry in Vietnam. The purview of the Ministry includes forestry, aquaculture, irrigation and the salt industry; it is also involved in water management and flood control.
Ministry of Planning and Investment (MPI).
The Ministry of Planning and Investment (MPI) oversees the overall national, regional, planning processes and promotes and guides infrastructure investments.
